An assessment of Canada's UN votes on the Middle East based on the newly-devised "3-D Test"
III. HOW CANADA VOTED - A 3-D ANALYSIS
Of the total nineteen resolutions consisting of at least one of the “3D” indicators, Canada supported 13, or 68%, of all resolutions. It voted against only two, a mere 11% of all resolutions, in what was widely termed by media to be a “shift” in Canada’s voting pattern. It abstained on just four, representing 21% of its total vote.
In the case of the twelve resolutions containing at least two of the “3D” indicators, Canada cast its vote in favour almost every time - with two notable exceptions. In a departure from its previous voting history, Canada voted against the resolution on the “Committee on the Exercise of the Inalienable Rights of the Palestinian People”. It remained consistent in abstaining on the vote concerning the “Division for Palestinian Rights of the Secretariat”. Effectively, Canada supported ten of 12 resolutions – a resounding 83% - that could well be characterized as antisemitic.
In the more egregious case of the seven resolutions containing all three of the “3D” indicators, Canada supported five of them. It abstained on one and, in a shift from its previous voting history, cast its vote against the resolution on “Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories”. Effectively, Canada supported five of the seven resolutions – a majority of 71% - that were the most blatant examples of antisemitism.
Canada voted against only two of the total 19 resolutions, all of which incorporated to varying degrees 3D elements. Effectively, Canada upheld – either by its vote in favour or by its default acceptance through an abstention – seventeen of the 19 resolutions, or a staggering 89% of resolutions that served to demonize Israel, apply unfairly a double standard in the case of Israel, and deligitimize the Jewish State and its citizens.
